Sports Competitors: Work Permits
Asked by: Lord Bassam of Brighton (Labour - Life peer) Wednesday 12th April 2023 Question to the Department for Digital, Culture, Media & Sport: To ask His Majesty's Government, further to the Written Answer by Lord Parkinson of Whitley Bay published on 28 March (HL6443), when the next review of the Governing Body Endorsement will take place; how long the review will run for; what criteria will be deployed as part of the assessment; and what consultation will take place with interested parties, and in particular Premier League clubs. Answered by Lord Parkinson of Whitley Bay - Shadow Minister (Digital, Culture, Media and Sport) The reviews of each sport’s Governing Body Endorsement criteria are led by the Home Office. Regular reviews are a common and integral part of this work. The Government is currently carrying out a supplementary rapid review of the competitiveness of English football in attracting the best global talent while maintaining strong support to enable young domestic players to develop from the grassroots level. The scope of the review includes the Governing Body Endorsement criteria for English football. The Football Association, the Premier League, the English Football League, and the Professional Footballers’ Association have been asked for written contributions to the review. |
Public Sector: Voluntary Work

Answered by Lord Parkinson of Whitley Bay - Shadow Minister (Digital, Culture, Media and Sport) HM Government is committed to enabling people to volunteer in all manner of ways, including in support of public services. Volunteers play important roles alongside staff as magistrates, in schools, and in the NHS, for instance. Each public service area is responsible for its own volunteer management and for developing its strategic involvement of volunteers. The Government is currently taking several steps to promote volunteering in support of public services. For example, the Department for Education continues to support the recruitment of school governors. The ‘Inspiring Governance’ programme recruits volunteers from business to become school governors and to serve on the local governing bodies of academy trusts. Since the programme began in 2016, it has placed 6,782 volunteers in governance roles. The Government has also invested over £1 million to support the recruitment of magistrates from a diverse range of backgrounds. A revised recruitment process has been introduced making use of best practice to ensure that it is fairer, more inclusive, and more accessible. These changes have been supported by a new marketing campaign designed to raise the profile of the magistracy, particularly among under-represented groups of society. |

Answered by Lord Parkinson of Whitley Bay - Shadow Minister (Digital, Culture, Media and Sport) The Government recognises the importance of Liverpool's Botanical Collection as one of the oldest such collections in the world. The medical, scientific, educational, and horticultural importance of these rare plants is significant, as well as the benefits they can have for health and wellbeing in the local community and more widely. We support the steps that Liverpool City Council is making to secure the future of the gardens and encourage it to apply to the National Lottery Heritage Fund. |
Olympic Games and Paralympic Games: Paris
Asked by: Lord Moynihan (Conservative - Excepted Hereditary) Wednesday 12th April 2023 Question to the Department for Digital, Culture, Media & Sport: To ask His Majesty's Government what discussions they have had with the British Olympic Association about the possibility of British athletes boycotting the Paris 2024 Olympic and Paralympic Games. Answered by Lord Parkinson of Whitley Bay - Shadow Minister (Digital, Culture, Media and Sport) We are currently engaged with other countries in our ‘like-minded’ coalition regarding the International Olympic Committee’s recommendations to International Federations, published on 28 March, on neutrality conditions for Russian and Belarusian athletes. Athlete participation in the Olympic and Paralympic Games is a matter for the British Olympic and British Paralympic Associations, which operate independently of the Government. The Government’s long-standing position is that a boycott would wrongly deny British athletes the chance to reach the pinnacle of their careers. |

Asked by: Lord Moynihan (Conservative - Excepted Hereditary) Wednesday 12th April 2023 Question to the Department for Digital, Culture, Media & Sport: To ask His Majesty's Government what assessment they have made of the UN General Assembly resolution A/77/L.28 that major sports events “should be organised in the spirit of peace” and that “the unifying and conciliative nature of such events should be respected”. Answered by Lord Parkinson of Whitley Bay - Shadow Minister (Digital, Culture, Media and Sport) The UK attaches great importance to the principles of the UN Charter, including not to use force against the territorial integrity of other states. These principles must be defended. We agree on the importance of sports events for improving international relations, and have set out our position about when events are used to try to legitimise conflicts. |
Sports: Belarus and Russia
Asked by: Lord Moynihan (Conservative - Excepted Hereditary) Wednesday 12th April 2023 Question to the Department for Digital, Culture, Media & Sport: To ask His Majesty's Government what assessment they have made of the International Olympic Committee’s position that (1) no international sports events should be organised or supported by an International Federation of Sport or National Olympic Committee in Russia or Belarus, (2) no flag, anthem, colours or any other identifications whatsoever of these countries can be displayed at any sports event or meeting, including the entire venue, and (3) no Russian and Belarussian Government or State official should be invited to or accredited for any international sports event or meeting. Answered by Lord Parkinson of Whitley Bay - Shadow Minister (Digital, Culture, Media and Sport) Vladimir Putin should not be able to use sport to legitimise Russia’s barbaric invasion of Ukraine. The UK has built and led the international response in this area, including convening three collective statements signed by more than 35 countries. Amongst other principles, our statements also set out that Russia and Belarus should not be permitted to host, bid for, or be awarded any international sporting events; the use of official state Russian and Belarusian flags, emblems and anthems should be prohibited; and no athletes or officials representing the Russian and Belarusian states should be allowed to participate in international sport. |
Tennis: Belarus and Russia

Answered by Stuart Andrew - Shadow Secretary of State for Culture, Media and Sport Our review of the Gambling Act 2005 is the most comprehensive review of gambling regulation since the 2005 Act came into force. We received over 16,000 responses during the call for evidence and are considering all the evidence carefully. We will publish a white paper setting out our conclusions and next steps in the coming weeks. |
Civil Society: Finance
Asked by: Munira Wilson (Liberal Democrat - Twickenham) Monday 17th April 2023 Question to the Department for Digital, Culture, Media & Sport: To ask the Secretary of State for Culture, Media and Sport, with reference to the £100 million support for charities and community organisations announced in the Spring Budget 2023, when she plans to provide further information on (a) how that funding will be administered, (b) the proportion of the funding that will be allocated to assist with immediate operational costs, including energy bills and (c) when applications for that funding will be opened. Answered by Stuart Andrew - Shadow Secretary of State for Culture, Media and Sport As announced in the recent Spring Budget, the government will provide over £100 million of support for charities and community organisations in England. Around three quarters of the funding will be targeted towards those organisations most at risk, due to increased demand from vulnerable groups and higher delivery costs. Approximately one quarter of the funding will be used for measures over the next two years to increase the energy efficiency and sustainability of charities and community organisations. Work is underway to finalise the delivery, timings and eligibility criteria. Further details will be announced as soon as possible. |

Local Broadcasting: Television
Asked by: Nadia Whittome (Labour - Nottingham East) Monday 17th April 2023 Question to the Department for Digital, Culture, Media & Sport: To ask the Secretary of State for Culture, Media and Sport, what assessment she has made of the potential impact of the time taken to reach a decision on local television licensing renewal on (a) local TV stations and (b) their partnerships with (i) funders and (ii) universities. Answered by Julia Lopez The Government recognises the important contribution and impact that local TV services make to our broadcasting ecosystem and for those across the UK, particularly in their role disseminating relevant news and engaging with local communities. In the Broadcasting White Paper, we announced our intention to make changes to the local TV licensing regime to enable the renewal of the local TV multiplex licence – which would otherwise expire in November 2025 – until 2034. We committed to consulting on the conditions for renewal of the multiplex licence, and on our approach to the renewal or relicensing of the 34 local TV services that broadcast from it and whose licences also expire in November 2025. The Government understands the desire of the sector for clarity on this important issue and intends to publish the consultation in due course. |

Answered by Julia Lopez As the events industry is a broad sector it is covered across the Department for Culture, Media and Sport. Business events including conferences, trade fairs and shows, along with venues and workforce are covered by myself, as the Minister for Media, Tourism and Creative Industries. Ceremonial events such as the King’s Coronation, and major events such as Eurovision and the City of Culture, fall under the remit of Stuart Andrew MP, as the Minister for Minister for Sport, Gambling and Civil Society. |

Answered by Julia Lopez The Government recognises the unique societal, educational and economic importance of British children’s television and we are taking direct action to support and encourage broadcasters to provide children’s television content to UK audiences. At the Budget, we announced reform and an increase in the rate of tax relief for animation and children’s TV, which will directly boost the level of financial support for children’s production companies. These reliefs have historically already supported 845 programmes, with a total investment of £1.26 billion. Through the Media Bill we will introduce a new remit for public service television, which includes the provision of public service children’s programming. This sends a clear signal about the importance the Government places on high value children's programming being available to families across the UK on a free-to-air basis. We welcome Ofcom’s recent commitment in their Plan of Work 2023/24 to take an in-depth look at how the market is serving the interests of children. This is facilitated by powers we introduced in 2017 for Ofcom to monitor and set criteria for the provision of children’s television. The independent regulator will give us an invaluable insight into the challenges faced by the children’s television industry right now and this will be key in helping us and industry consider where further work is needed. Children’s television was also chosen to pilot contestable funding, which has supported more than 280 hours of new content with a direct investment of £44.1 million. The British Film Institute published an independent evaluation of the Young Audiences Content Fund in December 2022. The Government is conducting an assessment of the contestable funding model to consider its impact and the long-term sustainability of this kind of funding. The potential for further investment will be considered against that assessment and future public service broadcasting needs. |

Answered by Stuart Andrew - Shadow Secretary of State for Culture, Media and Sport The Government wants to see employers develop their own strong corporate responsibility programmes and to encourage businesses, the public sector and charities to consider the role that employer-supported volunteering can play as part of their impact on society. The Government strongly encourages employers to consider offering volunteering leave as part of their employee benefits package. Employees have the right to reasonable time off work to carry out specified public duties, as established in Section 50 of the Employment Rights Act 1996. However, time off for other voluntary duties is a matter for individual employers. |
Sports: Government Assistance

Answered by Stuart Andrew - Shadow Secretary of State for Culture, Media and Sport Supporting grassroots sport is a key government priority. Last year, Sport England - our Arm’s Length Body responsible for growing and developing grassroots sport - received almost £350 million from the Government and National Lottery to fund grassroots sports projects. The Government also invests £18 million a year into community sport facilities via the Football Foundation alongside the English Football Association and the Premier League. Sport England uses its funding to support and encourage the development of sport and recreation with the view to increasing participation rates across England. This includes the over £2.2 million of funding Sport England has provided in the Woking constituency since 2019, £240,000 of which supported projects through the challenges of the Covid-19 pandemic. We are investing £300 million to develop thousands of state-of-the-art community football pitches and multi-use sports facilities across the UK. The Football Foundation has also invested over £400,000 in nearly 20 grants across the constituency, funding pitches, changing facilities, maintenance and equipment. We have committed £30 million a year for 3 years to school sport facilities in England, and over £20 million with the Lawn Tennis Association to renovate park tennis courts across England, Scotland and Wales. At the Spring Budget, we also announced a £63 million package to address the cost pressures facing some public swimming pool providers, and provide investment in energy efficiency measures to make facilities sustainable in the long-term. Both of these interventions aim to ensure that children and adults up and down the country have accessible opportunities to get active. The Department for Culture, Media and Sport has committed to delivering a new sport strategy that will set the direction for the Government's priorities and its role in the sport sector. This strategy will support grassroots sport by having a specific focus on ensuring that everyone has access to appropriate and accessible opportunities to get active. |
Football: Finance

Answered by Stuart Andrew - Shadow Secretary of State for Culture, Media and Sport On 23 February 2023, the Government published a White Paper on reforming club football governance. This set out our detailed plans to improve the financial stability and governance of football clubs across all leagues through the introduction of an independent regulator. The regulator’s primary strategic purpose will be to ensure that English football is sustainable and resilient for the benefit of fans and the local communities football clubs serve. We recognise the need for urgent action to safeguard the future of football clubs throughout the English football pyramid, so we will legislate to put the regulator on a statutory footing as soon as parliamentary time allows. |
Commonwealth Games
Asked by: Andrew Rosindell (Conservative - Romford) Tuesday 18th April 2023 Question to the Department for Digital, Culture, Media & Sport: To ask the Secretary of State for Culture, Media and Sport, whether her Department has had discussions with the Commonwealth Games Federation on promoting the (a) games in (i) Africa, (ii) Asia, (iii) the Caribbean and (iv) the Pacific and (b) sports indigenous to these regions; and if she will make a statement. Answered by Stuart Andrew - Shadow Secretary of State for Culture, Media and Sport The Government is committed to promoting the benefits that staging and participating in major sporting events, such as the Commonwealth Games, can bring. The Commonwealth Games Federation is primarily responsible for the continuing role of promoting the Games and we have worked with them to do this. Ahead of the Birmingham 2022 Games taking place in the summer of 2022, the then Minister for Sport chaired the 10th Commonwealth Sports Ministers meeting, which brought together delegates from across the Commonwealth to discuss a range of issues relating to the sport sector, including promoting the role of the Games in contributing to the broader values and aims for sport in the Commonwealth. In addition, a £5 million development grant was made available via the Birmingham 2022 Games budget, funded by the Department for Culture, Media and Sport and Birmingham City Council, which enabled the Commonwealth Games Federation to fund a range of sport development initiatives across Commonwealth countries. |
English National Opera
Asked by: Bell Ribeiro-Addy (Labour - Clapham and Brixton Hill) Wednesday 19th April 2023 Question to the Department for Digital, Culture, Media & Sport: To ask the Secretary of State for Culture, Media and Sport, if her Department will take steps to ensure no jobs are lost at the English National Opera following changes to the funding it receives from Arts Council England. Answered by Julia Lopez Arts Council England (ACE) has set a provisional budget of up to £24 million investment to support the English National Opera (ENO), subject to successful application, for 2024-2026. This is in addition to the £11.46 million of funding already awarded to the ENO for April 2023 to March 2024 while it develops its future plans. ENO received £12.3 million per year in the 2018-22 National Portfolio Investment Programme. Even though it will not be part of the new 2023-26 Investment Programme, ACE has set a provisional budget of up to £12 million per year for 2024/25 and 2025/26 to support the ENO make a phased transition to a new artistic and business model. The Department is pleased that the Arts Council England and English National Opera are working together on possibilities for the future of the organisation. |
