Brexit, trade and customs: implications for Wales inquiry Welsh Affairs Committee (Select) Not accepting submissions Trade with the EU and the rest of the world is an important contributor to the Welsh economy, and Brexit raises major questions about what impact future trade and customs arrangements will have on trade between Wales and other countries. Following the publication of a UK Government white paper setting out its vision for the future UK-EU trading relationship, the Committee will investigate what the proposed trading and customs arrangements would mean for Wales—particularly given the extensive trade movement of goods through ports connecting Wales and Ireland. The inquiry focuses on what different options for future UK-EU trade and customs arrangements would mean for Wales, and what opportunities there are for Wales in securing new trade agreements with non-EU nations. |

Renewable energy in Wales inquiry Welsh Affairs Committee (Select) Not accepting submissions Wales is a net exporter of electricity, meaning that as well as generating electricity for homes and businesses in Wales, it also generates electricity which is distributed across Great Britain. Wales generates over 7% of the UK’s renewable electricity, making an important contribution to the UK's low-carbon energy supply. Although the Government has announced a moratorium on new low carbon subsidies, this does not include £557 million of funding which has already been committed to renewable energy. The Committee will be looking at how this money can best be spent, and what opportunities the funding presents for Wales. Wales has been identified as a prime location for the deployment of tidal technology, and although the Government’s decision not to support Swansea Bay tidal lagoon has raised questions about the likelihood of the UK Government supporting tidal lagoon projects, the Committee will investigate the viability of deploying tidal technology in Wales, alongside already prevalent technologies like solar, wind and biomass. |

The proposed closure of Ford's Bridgend plant inquiry Welsh Affairs Committee (Select) Not accepting submissions In June, Ford announced that it planned to close its factory in Bridgend, South Wales, in September 2020 with the loss of 1,700 jobs and more in the supply chain. President of Ford Europe, Stuart Rowley, cited sustainability concerns as one of the reasons behind the closure. Trade unions described the decision as a “hammer blow” to the local economy. The Welsh Affairs Committee will question Steven Armstrong, Chairman of Ford of Europe, on the decision to close the Bridgend plant. The Committee will question whether Brexit played a role in Ford’s decision-making process, what scope there is to change the closure plans and whether this closure is the first of many. In the second panel, the Committee will hear from Unions and Bridgend County Council who have both voiced serious concern about the closure. The Committee will ask the panel about what support is being offered to those who will lose their jobs and the expected wider impact on the economy. Finally, the Committee will question Ken Skates AM, Minister for Economy and Transport on the Welsh Government’s discussions with Ford prior to the announcement, the future support for those affected by the closure and Government incentives to encourage business to South Wales. |

Work of the Police and Crime Commissioners Welsh Affairs Committee (Select) Not accepting submissions England and Wales’ first Police and Crime Commissioners were elected in 2012. The creation of elected police commissioner roles was a pledge by both the Conservatives and Liberal Democrats at the 2010 elections, in response to concerns about the perceived lack of public accountability of police authorities. Under the Act that created the role, the core functions of Police and Crime Commissioners are to secure the maintenance of an efficient and effective police force within their area, and to hold the Chief Constable to account for the delivery of the police and crime plan. This includes, outside London, responsibility for the appointment, suspension and dismissal of the Chief Constable. Police and Crime Commissioners are charged with holding the police fund (from which all policing of the area is financed) and raising the local policing precept from council tax. Eight months on from their election, the Welsh Affairs Committee is holding an evidence session with all four Police and Crime Commissioners in Wales to explore how the role and its statutory requirements are working in practice. |

Inward investment in Wales Welsh Affairs Committee (Select) Not accepting submissions During the late 1980s and much of the 1990s, Wales was successful in attracting inward investment, with the nation regularly gaining around 15% of the inward investment and associated jobs coming to the UK. However, in recent years, the environment for attracting investment has changed rapidly, and Wales has lost large portions of its foreign manufacturing employment and output. The Committee has agreed to undertake an inquiry into direct investment in Wales. |

Broadband in Wales Welsh Affairs Committee (Select) Not accepting submissions The Government has recently made a significant commitment to investing in the UK’s Broadband infrastructure and developing next generation broadband. The Government’s aim, outlined in Britain's Superfast Broadband Future, is to give the country “the best broadband network in Europe by 2015”. The Government has announced £830 million of public funding to finance the broadband strategy to 2017. Increasingly, reliable internet access is seen as a driver of economic performance and vital for business, education and people living alone or in isolated areas. There is, however, some concern that Wales is being left behind other parts of the UK and beyond in the digital revolution with reports of serious difficulties experienced by some people living in rural areas in gaining access to broadband services. |

The impact of changes to housing benefit in Wales Welsh Affairs Committee (Select) Not accepting submissions In 2011, the Coalition Government launched a programme of welfare reform, including reform of the Housing Benefits system. 8% of the Welsh population receives housing benefit in Wales. Changes to the housing benefit system announced by the Government include: changes to how the rate of housing benefit is set; changes to the way the Local Housing Allowance is set; increasing non-dependent deductions; and reforms to social housing. The introduction of the Housing Benefit Cap will also have an impact on individuals and families. |

The Voluntary Code of Practice in the dairy sector Welsh Affairs Committee (Select) Not accepting submissions Dairy farming accounts for 17% of UK agricultural production by value and is the single largest agricultural sector at £3.7 billion. Wales has about 1,900 dairy farmers—about 20% of the total amount in England and Wales—yet the number of farmers has declined steadily since the end of the last century. There are now 40% fewer dairy farmers in Wales compared to 2002. During the summer of 2012, the industry suffered a major crisis caused by price cuts announced by retailers and processors. Although some price cuts were subsequently withdrawn, the long-term sustainability of the industry is uncertain. The industry is operating at a £1.2 billion trade deficit. In July, farm leaders and dairy processors agreed the principles for a new voluntary code of practice on contractual relationships in the dairy sector. The UK and Welsh governments support this move. The UK Government is also providing £5 million worth of new funding under the Rural Economy Grant scheme to assist dairy farmers. |

The Committee holds the evidence session on 3 March 2015 and will hear from representatives from the two main farming unions in Wales, the NFU in Wales and the FUW, and Farmers for Action. The Committee also hears from George Eustice, Parliamentary Under-Secretary of State for Farming, Food, and the Marine Environment. Dairy prices developmentsSince the Committee last examined this issue, there have been a number of developments, including a major fall in the price through the gate for milk, a Russian ban on dairy imports from the EU, and delays to payments for some farmers. The Environment, Food, and Rural Affairs Committee has also recently published its report on Dairy Prices, which concluded that dairy farmers need greater protection from price volatility. Pre-legislative scrutiny of the Draft Wales Bill inquiry Welsh Affairs Committee (Select) Not accepting submissions The Welsh Affairs Committee will undertake pre-legislative scrutiny of the draft Wales Bill in October and November 2015. The Government plans to publish the draft Bill when Parliament returns from the party conferences in mid-October. The draft Bill aims to move the Welsh model of devolution from a ‘conferred’ to ‘reserved’ powers model and devolve further powers to Wales in respect of energy, transport, the environment and elections. There are currently four prisons in Wales, although no facilities for either female or high risk offenders and limited facilities for young offenders. In addition, Welsh prisoners are affected by other issues, such as Welsh language provision and the provision of services by both non-devolved and devolved government bodies. In 2013 the Ministry of Justice announced plans to build a large prison at the former Firestone factory site in Wrexham. The new prison is the first in North Wales and, with a capacity of around 2,000, will be the largest in the UK. The Government has not confirmed which type of prisoners will be held in the new prison in respect of age, gender or security level. In March 2014 the Silk Commission recommended the devolution of the youth justice system (for offenders between 10 and 17 years old) and a study to investigate the possible devolution of justice and prisons. |

International Representation and Promotion of Wales by UK bodies Welsh Affairs Committee (Select) Not accepting submissions Wales is a relatively small nation on the periphery of Europe and faces keen economic competition to attract skilled workers, tourists and inward investment, not only within the United Kingdom, but from Europe and further afield. Both the UK Government and the Welsh Government, and their associated bodies such as the British Council, Visit Britain, Visit Wales and UK Trade and Investment, have responsibility for promoting and representing Wales abroad. The UK Government spends substantial amounts of money on the promotion of the UK through bodies such as the British Council, the diplomatic service and tourism promoters such as Visit Britain, although it is unclear how much its efforts are focussed on promoting Wales and how this corresponds to Wales’s 5% share of the British population. Wales hosts the 2014 NATO summit in September. This is one of the largest international summits ever hosted in the UK and provides an opportunity to highlight what Wales has to offer to the international community. Our inquiry focuses on three main areas related to the international promotion and representation of Wales: tourism; trade and inward investment; and Welsh culture. |

Silk Commission Part II: devolving legislative powers to Wales Welsh Affairs Committee (Select) Not accepting submissions Paul Silk, Chair of the Commission on Devolution in Wales, and other Commission members, will be giving oral evidence to the Welsh Affairs Committee on 29 April 2014 at 9.30 am in the House of Commons (room tbc) on the Commission’s Part II Report. The Commission on Devolution in Wales (the Silk Commission) published its Part II report on the legislative powers of the National Assembly for Wales on 3 March 2014. The report makes 61 recommendations on the devolution of further powers to Wales and changes to the devolution settlement which could be phased in over a ten-year period. The recommendations include changing the model of devolution to the “reserved powers” model in line with that in Scotland and Northern Ireland, the full devolution of youth justice and partial devolution of police, transport and energy. To inform the evidence session, the Committee invites interested parties to submit their views in writing addressing any aspect of the Commission’s Part II recommendations. The deadline for written submissions is midday on Wednesday 16 April. |

Pre-legislative scrutiny of the draft Wales Bill Welsh Affairs Committee (Select) Not accepting submissions The Government published the draft Wales Bill on 18 December 2013. The purpose of the Bill is to devolve taxation and borrowing powers to the Welsh Government and National Assembly for Wales, following the UK Government’s acceptance of the majority of the Silk Commission’s recommendations. The Bill will also change some of the electoral arrangements for the National Assembly for Wales. The Committee has concluded its pre-legislative scrutiny of the draft Wales Bill and has published its report as well as the Government response. |

Broadcasting in Wales follow-up: S4C funding Welsh Affairs Committee (Select) Not accepting submissions The Committee examines the Channel’s proposed review and its future funding arrangements. In 2015, the Government announced a 25% reduction to S4C's grant. This was subsequently frozen for the duration of a proposed review. Yet details of the review's timetable, terms of reference or Chairperson are yet to been announced. Given this delay, it remains unclear if the Channel faces another reduction in the Government’s grant over the coming year. |
