Pre-school Education: Staff
Asked by: Bell Ribeiro-Addy (Labour - Clapham and Brixton Hill)
Monday 17th April 2023

Question to the Department for Education:

To ask the Secretary of State for Education, what steps her Department is taking to help increase the (a) recruitment and (b) retention of staff in early years education.

Answered by Claire Coutinho - Shadow Minister (Equalities)

In the 2023 Spring Budget, my right hon. Friend, the Chancellor of the Exchequer, announced transformative reforms to childcare for parents, children and the economy. By 2027/28, the government will expect to be spending in excess of £8 billion every year on free hours and early education, helping working families with their childcare costs. This represents the largest ever investment in childcare in England. Following this announcement, we will work closely with the sector to develop a plan to grow and develop the workforce.

The department is providing a package of training, qualifications, expert guidance, and targeted support for the early years sector to focus on the development of the youngest and most disadvantaged children and help to address existing recruitment and retention challenges. We are funding a range of programmes, including additional funding for graduate level specialist training leading to early years teacher status and an accredited level 3 early years special education needs coordinator qualification.

English National Opera
Asked by: Bell Ribeiro-Addy (Labour - Clapham and Brixton Hill)
Wednesday 19th April 2023

Question to the Department for Digital, Culture, Media & Sport:

To ask the Secretary of State for Culture, Media and Sport, if her Department will take steps to ensure no jobs are lost at the English National Opera following changes to the funding it receives from Arts Council England.

Answered by Julia Lopez

Arts Council England (ACE) has set a provisional budget of up to £24 million investment to support the English National Opera (ENO), subject to successful application, for 2024-2026. This is in addition to the £11.46 million of funding already awarded to the ENO for April 2023 to March 2024 while it develops its future plans.

ENO received £12.3 million per year in the 2018-22 National Portfolio Investment Programme. Even though it will not be part of the new 2023-26 Investment Programme, ACE has set a provisional budget of up to £12 million per year for 2024/25 and 2025/26 to support the ENO make a phased transition to a new artistic and business model.

The Department is pleased that the Arts Council England and English National Opera are working together on possibilities for the future of the organisation.

Buildings: Fire Prevention
Asked by: Bell Ribeiro-Addy (Labour - Clapham and Brixton Hill)
Wednesday 19th April 2023

Question to the Ministry of Housing, Communities and Local Government:

To ask the Secretary of State for Levelling Up, Housing and Communities, whether his Department is taking steps to support leaseholders who are not entitled to support under the Building Safety Act 2022 and who cannot meet the costs of remedial fire safety works.

Answered by Lee Rowley

There is a range of support in place for those leaseholders who do not own a qualifying lease under the leaseholder protections set out in the Building Safety Act 2022. All leaseholders in buildings above 11 metres or five storeys are protected where the developer has signed our developer remediation contract or where the freeholder is, or is associated with, the developer.

In addition, remediation contribution orders provide all leaseholders, in relevant buildings, with a new route for recovering historical safety remediation costs.

Leaseholders wishing to understand more about the support available to them can seek free information from the Leasehold Advisory Service (LEASE), funded by the Department.
