NATO: Nuclear Weapons
Asked by: Kenny MacAskill (Alba Party - East Lothian) Monday 17th April 2023 Question to the Ministry of Defence: To ask the Secretary of State for Defence, what NATO's policy is on the first use of nuclear weapons by that organisation. Answered by James Heappey NATO states that the circumstances in which it might have to use nuclear weapons are extremely remote but does not publicly define those circumstances. The fundamental purpose of NATO's nuclear capability is to preserve peace, prevent coercion and deter aggression. Should the fundamental security of any NATO Ally be threatened, NATO has the capabilities and the resolve to impose costs on the adversary that would be unacceptable and far outweigh the benefits that any adversary could hope to achieve. |
Alternative Fuel Payments: Second Homes

Answered by Amanda Solloway The Government will not be publishing data on Alternative Fuel Payments being claimed by second homeowners or holiday homes, as the Government has taken the decision to only allow people to apply to the AFP Alternative Fund for their main homes. |
Energy Bills Rebate: Voucher Schemes
Asked by: Kenny MacAskill (Alba Party - East Lothian) Monday 17th April 2023 Question to the Department for Energy Security & Net Zero: To ask the Secretary of State for Energy Security and Net Zero, what his Department's policy is on the use of funds available from unredeemed vouchers in the Energy Bills Support Scheme when it ends in June 2023. Answered by Amanda Solloway The Energy Bills Support Scheme has delivered £400 to assist households with energy costs this winter. The Government encourage traditional prepayment meter users to redeem their vouchers and apply the credit to their meter as soon as possible. Vouchers have been sent each month, between October and March, via text, email or post by electricity suppliers. Vouchers that have expired or been damaged or lost can be reissued by suppliers on request from the customer. All vouchers must be redeemed by 30 June 2023.
Following the closure of the Scheme, all unused funds will be returned to HM Treasury. |

Answered by James Heappey From 1 January 2022 to 31 December 2022, the Royal Navy Gibraltar Squadron responded to 780 Foreign Government Vessels in British Gibraltar Territorial Waters (BGTW). Of these incidences, 209 were classified as surface incursions into BGTW, while 571 were in accordance with the right of innocent passage. |

Answered by James Heappey The Ministry of Defence (MOD) employs 952 personnel in Gibraltar, of which 528 are locally employed civilians. The remainder are military and UK-based civil servants. The individual units of deployed MOD personnel are broken down as follows: · Royal Gibraltar Regiment - 235 personnel · Royal Navy Gibraltar Squadron - 28 personnel · RAF Gibraltar - 16 personnel · HQ British Forces Gibraltar - 145 personnel Gibraltar is routinely used by visiting Royal Navy ships, RAF aircraft and other units that temporarily deploy to conduct training. These visits total approximately 12,000 to 14,000 personnel per year. Exact numbers fluctuate, but indicative figures based on the number of visits in calendar year 2022 are as follows: · 79 ship visits per year (2022), which equates to around 6,000 to 7,000 Naval personnel. · 117 military aircraft per year (2022), with around 4,000 military passengers. · 2,000-3,000 personnel on training deployments per year, mostly from the Army. · HMS TRENT (63 Ship's Company) is also forward deployed from Gibraltar. |

Answered by Mark Spencer From the 1st January 2021 to the 31st December 2022 there have been no cases of Echinococcus multilocularis detected in the UK fox population, based on annual, randomised, opportunistic testing for fox carcases to give a 95% confidence of detecting 1% prevalence. |

Answered by Mark Spencer From 1st February 2022 to 31st March 2023 (inclusive) there have been a total of 75 cases (comprising a total of 104 positive dogs). We consider a case to be a single epidemiological event. Each event may involve 1 or more dogs. For example, many cases are just 1 dog (imported rescue dog) while another case may involve a breeder with a number of dogs where more than 1 dog is infected. |
