To ask the Minister for Women and Equalities, what the Government’s policy is on the scope of the public sector equality duty in relation to private sector organisations that provide goods and services to the public sector.

The scope of the Public Sector Equality Duty (the PSED) is set out in the Equality Act 2010 (the Act). It extends to all public authorities listed in Schedule 19 of the Act and all parties carrying out public functions. This came into force in April 2011 and includes private sector and voluntary organisations.

The PSED requires organisations in scope to have due regard to the need to eliminate discrimination, advance equality of opportunity, and foster good relations between different people.

The government remains committed to upholding the PSED and ensuring that all parties exercising public functions comply with its provisions.

To ask the Minister for the Cabinet Office, further to the Answer of 23 September 2024 Question 5009 on Government Departments: Disclosure of Information, whether his Department's transparency team undertakes monitoring of government departments which (a) do and (b) do not, meet the publication requirements outlined in the then Prime Minister's letter entitled Government transparency and open data, published on 14 December 2017.

It is the responsibility of government departments to ensure they meet the requirements to publish their transparency data.

To ask the Minister for the Cabinet Office, pursuant to the Answer of 24 December 2024 to Question 20750, on Public Sector: Procurement, if he will publish (a) a list each stakeholder that was consulted, (b) the dates of the roundtable discussions including which organisations attended and (c) the online NPPS stakeholder survey; and whether there will wider public consultation.

Details of ministers’ meetings with external organisations are published on a quarterly basis at https://www.gov.uk/government/collections/ministers-transparency-publications. The NPPS survey was available on gov.uk and received 436 responses including 114 from businesses and/or public sector suppliers, of which 56 identified as SME or VCSE organisations. A further 11 responses were received from Trade Associations representing the views of their wider business membership.

To ask the Minister for the Cabinet Office, pursuant to the Answer of 14 January 2025 to Question 22196, on Senior Civil Service: Recruitment, for what reasons can these individuals not be identified.

Under the General Data Protection Regulations (GDPR), we are prohibited from providing information about individuals, or which can be used to identify individuals, to third parties without their express permission. By providing job titles, this could lead to individuals being identifiable. While the details regarding some Senior Civil Service appointment processes are made public, many are not.

To ask the Minister for the Cabinet Office, pursuant to the Answer of 27 November 2024 to Question 14712, on Honours: Public Appointments, at what stage was each of the honours competitions when they were closed and then re-opened; and whether there had there been (a) interviews and (b) shortlists of individual applicants.

PQ 14712 relates to three Honours Committee campaigns which were launched and closed in the summer of 2024: (i) Community and Voluntary Service (ii), Parliamentary and Political Service, and (iii) Diversity and Outreach (formerly called Representation and Outreach).

For all three campaigns no applicants were shortlisted nor did any interviews take place before the campaigns were relaunched

To ask the Minister for the Cabinet Office, whether civil servants conducting email audits can review the email inboxes of (a) other civil servants and (b) special advisers.

The Cabinet Office does not routinely conduct email audits of its staff. Staff email inboxes cannot typically be accessed by colleagues without permission, but email data can be retrieved for security or HR purposes in exceptional circumstances.

To ask the Minister for the Cabinet Office, what assessment he has made of the potential merits of joining the Pan-Euro-Mediterranean Convention.

We are always looking at ways to reduce barriers to trade - within our clear red lines - because having a smooth trading relationship with European partners is essential to driving growth at home.

This is one of the options we are open to looking at to reduce barriers, and it’s right and responsible that we are looking at it to determine what is in the UK’s national interest. But we do not currently have any plans to join PEM.

These changes to the guidance were made to reflect changes to Cabinet Office controls which were made at the start of the 2023-24 financial year.

To ask the Minister for the Cabinet Office, whether there is a data sharing agreement between his Department and HM Revenue and Customs on the work of (a) the Independent Adviser on Ministerial Standards, (b) the Propriety and Ethics Team, (c) the Honours unit, and (d) the Public Appointments unit.

There is also a data sharing agreement in place between the Cabinet Office and HMRC as a departmental user of the Apply for a Public Appointment Service.

As was the case under the previous administration, there is no specific data sharing agreement between HMRC and the Independent Adviser on Ministerial Standards or the Propriety and Ethics team. Data sharing between departments is considered on a case-by-case basis, in line with UK GDPR.

To ask the Minister for the Cabinet Office, whether the recipients of compensation payments from the Infected Blood Compensation Authority will be subject to any (a) legal conditions and (b) non-disclosure requirements when accepting such payments.

The legal conditions that recipients of compensation will be subject to are to enable the swift and effective delivery of compensation. Regulation 35 of the Infected Blood Compensation Scheme Regulations 2024 includes a duty on applicants to inform the Authority of any change in circumstances in relation to their application, and Regulation 41 includes powers to enable the Infected Blood Compensation Authority to carry out a review of a decision for the prevention of fraud or correction of error where this may be necessary. Recipients of compensation payments will not be subject to any non-disclosure requirements by the Infected Blood Compensation Authority.

To ask the Minister for the Cabinet Office, pursuant to the Answer of 21 January 2025 to Question 23677 on Gender Dysphoria: Health Services, whether he plans to consult on the revised Gender Reassignment HR policy and guidance.

The revised draft of the Civil Service model Gender Reassignment HR policy and guidance is currently out for consultation with key stakeholders across Government. As is the case for other civil service employee policies, whilst there is internal engagement with a range of stakeholders in the Civil Service, there are no plans for an external consultation.

To ask the Minister for the Cabinet Office, pursuant to the Answer of 7 January 2025 to Question 21399 on Cabinet Office: Staff, how many staff were employed on EU relations before they were transferred to the EU Relations Secretariat.

Around 50 members of staff moved from the FCDO to the Cabinet Office on 6 November 2024 to continue work on EU relations. These officials have come together with the existing EU National Security Secretariat and Windsor Framework teams to form the new European Union Relations Secretariat. The data on this headcount will be published in due course.

To ask the Minister for the Cabinet Office, with reference to his Department's press release entitled New Permanent Under-Secretary Appointed at the Foreign, Commonwealth and Development Office, published on 8 January 2025, whether the new Permanent Under-Secretary has made a declaration of political activity; and if he will publish the Permanent Under-Secretary’s declared financial interests.

As per the normal appointment process to the Senior Civil Service, the Permanent under-Secretary at FCDO was asked to complete a standard SCS declaration of interest form. As set out in the guidance on SCS declaration of interests (here), departments must ensure relevant interests of their Permanent Secretary and other SCS on their Board are declared in their Annual Reports and Accounts.

To ask the Minister for the Cabinet Office, with reference to his Department's press release entitled New Permanent Under-Secretary Appointed at the Foreign, Commonwealth and Development Office, published on 8 January 2025, whether the new Permanent Under-Secretary was appointed through open and fair competition.

The appointment of the new Permanent Under-Secretary was made by the Foreign Secretary with the approval of the Prime Minister.

This was with the agreement, and in accordance with the rules, of the Civil Service Commission.

To ask the Minister for the Cabinet Office, pursuant to the answer of 10 January 2025, to Question 20957 on Government departments: communication and public consultation, if she will list the (a) Department, (b) theme and (c) estimated saving of each of the campaigns (i) that were cancelled, (ii) continuing with reduced budgets and (iii) aiming to reduce their expenditure by 25%.

There are currently no plans to publish this list in detail.

The comprehensive communications Spending Review identified 39 campaigns that were cancelled, 46 campaigns continuing with reduced budgets and 46 campaigns aiming to reduce their expenditure by 25%.

The combined savings from these measures total £85 million in 2024-25 and up to £96 million in 2025-26.

To ask the Minister for the Cabinet Office, what steps his Department is taking to ensure that the Public Bodies 2023 data tool remains operable in the future; and whether the 2023 dataset will be in searchable in the National Archives.

The Cabinet Office is currently exploring with National Archives whether it is appropriate to publish the dataset from the 2022/23 Financial Year on the National Archive’s Transfer Digital Records service. Regardless, the ALB Landscape 2023 will remain online and accessible on gov.uk.

The advertised criteria set out in the Principal Private Secretary candidate pack was used to select candidates to recommend to the Prime Minister.

To ask the Minister for the Cabinet Office, with reference to the letter from the Independent Adviser on Ministerial Standards to the Prime Minister of 14 January 2025, what information his Department holds on whether the Independent Adviser on Ministerial Standards (a) held oral discussions and (b) corresponded with the Bangladeshi Anti-Corruption Commission during his investigation.

The Independent Adviser’s advice to the Prime Minister regarding Tulip Siddiq MP and the fact-finding exercise undertaken was published on 14 January 2025 and is available on GOV.UK. As is set out in the Independent Adviser’s terms of reference, “Information provided to the Independent Adviser for the purposes of their functions is provided in confidence” (paragraph 4.2).

To ask the Minister for the Cabinet Office, what the grades were of the staff that supported the Independent Adviser on Ministerial Standards with his review into the hon. Member for Hampstead and Highgate; and which divisions those staff work in.

I refer the hon Member to the answer provided on 17 September 2024 (UIN 4672). The secretariat team supporting the Independent Adviser on Ministerial Standards, Sir Laurie Magnus, continues to be part of the Propriety & Ethics directorate and is led by a Senior Civil Servant.

As set out in his advice to the Prime Minister, published on 14 January 2025, Sir Laurie undertook an exercise to establish the facts in line with his terms of reference as the Prime Minister’s Independent Adviser on Ministerial Standards.

The Government publishes details of the cost of overseas Ministerial travel on gov.uk, including costs of travel, and on other costs (visas, accommodation, meals). As has been the case under successive administrations, the Government does not publish granular detail on Ministers’ travel at home or abroad.

To ask the Minister for the Cabinet Office, if he will make it his policy to reduce the (a) number and (b) cost of arms length bodies.

The Chancellor has launched Phase 2 of the Spending Review which will zero-base all spending, including arm’s length bodies (ALBs), conducting a full line-by-line review of all public spending to assess whether it is a priority for this government and represents value for money for the taxpayer.

Building on the 2% productivity, efficiency, and savings target the government set departments in Phase 1 of the Spending Review, departments and ALBs are expected in Phase 2 to identify a minimum of 5% savings against their day-to-day spending, freeing up funding to achieve the government’s priorities. The Spending Review will conclude on 11 June 2025.
